Command-and-control settings (agentspaces.console.command.*). C2 turns on when enabled=true and the command routes have a gate: a non-blank static token, or — when the token is blank and agentspaces.security.oidc.* is configured — a JWT validator over the identity provider's keys, under which each request's bearer token is validated, its sub is the audited operator, and its scopes must include required-scope (TODO-EFG §5). A static token always wins when set. The gate protects the HTTP edge; commands execute under the console peer's own signed identity.
